Dr Sean Phillips' areas of expertise include service delivery improvement, public service governance and administration, infrastructure procurement and delivery management, project and program management, operations management and M&E. He has 25 years experience in senior management positions in government, including as Director General of the Departments of Performance Monitoring and Evaluation in the Presidency and the Department of Water and Sanitation, as COO of the Department of Public Works, as a provincial head of department, and as CEO of a municipal entity. Sean has been a chairperson and board member of two government entities. He has an honors degree in engineering design and appropriate technology, masters degrees in project management and public and development management, and a doctorate in civil engineering. During his career in government departments he developed a strong interest in service delivery improvement and this led to his interest in improving administration, performance monitoring and evaluation, and public private partnerships.
