Yoshiya Nakagawa is Executive Director at PADECO Co., Ltd., a Tokyo-based international development consulting firm that has implemented over 1,300 projects across more than 100 countries since its establishment in 1983. He brings deep expertise in transportation planning — spanning urban mobility, metro feasibility, highway studies, and FIDIC-based project management — built across progressive leadership roles within PADECO including Division General Manager for Infrastructure Development and General Manager for Eastern Europe. He holds a Master of Science in Civil Engineering from Nagoya University and is a registered Professional Engineer in Japan.
