Priscilla Torres Rossel is the Director of the Procurement Policy and Advisory Department (PPAD) of the European Bank for Reconstruction and Development (EBRD) effective from 9 June 20205.
She brings to the Bank over 20 years’ experience working in procurement and contact management environments at IFAD, the multiyear Strategic Heritage Plan project at the United Nations Office at Geneva, the Comprehensive Test Ban Treaty Organization (CTBTO), UNICEF and the United Nations Peacekeeping Mission in the Democratic Republic of Congo and Uganda. During these tenures Priscilla led and delivered on significant change and transformation activities, including establishing a new procurement function and framework from the ground up, implementing Environmental, Social and Climate standards in the investment portfolio, and establishing a global capacity building initiative in procurement as well as modernising and implementing procurement technology solutions to support evidence-based decision making.
She also has considerable hands-on experience working on infrastructure projects and operations in challenging contexts across various geographies. Priscilla is also an experienced people manager having led both large multi-disciplinary and cross-functional teams across geographies as well as niche teams during her career. She also has a strong background in digitalisation and innovation.
