Gagan Anand, Vice Chair of the FIDIC Contracts Committee and Member of the Board of FIDIC Asia Pacific, is the Managing Partner of Legacy Law Offices LLP. He is admitted as a Solicitor of England & Wales and as an Advocate in India. He also serves as the Special Senior Standing Counsel to the Government of Himachal Pradesh.
Earlier, he worked as the Chief Legal Adviser of the Punjab Infrastructure Development Board, headed by the Chief Minister of Punjab, for a decade, where he made immense contributions to establishing the regulatory framework for infrastructure development, including Public-Private Partnerships (PPPs). During his tenure, the State began adopting the FIDIC Lump-Sum Turnkey (EPC) mode of contracting.
With over three decades of experience as a construction and infrastructure lawyer, Gagan’s professional work spans projects across India, Bangladesh, Ghana, Kenya, the Kingdom of Saudi Arabia, Mongolia, Vietnam, Yemen, Zambia, and Zanzibar. He was conferred with the National Law Day Award (2010) with the citation: “Remarkable achievements and leadership in the practice of corporate laws including immense contributions for the development of PPPs.”
Under his leadership, Legacy Law Offices LLP has earned recognition for its excellence in construction law and regularly executes assignments relating to development projects supported by the World Bank, Asian Development Bank (ADB), United Nations Development Programme (UNDP) and Japan International Cooperation Agency (JICA).
