Julie Farmer is a Procurement Consultant in the World Bank’s Operations Policy and Country Services team engaged to support the Bank’s strategic procurement improvement projects across the World Bank’s $70 billion operations portfolio. Most recently, Julie has been involved in updating the Bank’s suite of standard bidding documents to reflect recent changes to the Bank’s operational procurement framework including changes related to early market engagement, weightings for rated(award) criteria and use of local labor; the roll out of a global training package related to these changes; and related business outreach events including in the UK and Scandinavia,

Julie was part of the team that developed the Bank’s Sustainable Procurement Policy and Sustainable Procurement Guidance and is currently leading a project developing a suite of procurement tools to help the Bank’s clients achieve their net zero ambitions.

Julie is a qualified lawyer and prior to joining the Bank she was the Chief Legal Officer for a major UK environmental non-departmental public body
