Mr. Masanari Yanagiuchi has served as Deputy Director General of the Infrastructure Engineering Department at JICA Headquarters since March 2025, overseeing procurement policy and supervision for ODA loan projects. His previous roles include Director of the Evaluation Department (ex-post evaluation of infrastructure development project), Director of the Private Sector Partnership and Finance Department (PPP infrastructure projects), and Senior Representative at JICA Philippines Office and JICA Thailand Office. He has extensive experience in project evaluation, human resource and budget management. From 2018 to 2020, he also served as a Director of First MicroFinance Bank in Pakistan.
