Elena is a Civil Engineer, Ph.D., with almost 30 years' experience in the domain of transport projects worldwide and underground works, with assignments in Europe, Middle East, Africa and Asia. Elena’s skills cover technical, contractual, and strategic expertise: from design to procurement and construction management, from contract definition to claim management.
Since 2015, she is the co-founder and managing director of INCAS Partners, a consulting company based in Paris. She regularly intervenes for Employers and Contractors on major French and international transport projects, resulting in strategic vision, operational capacity including both perspectives, and a pragmatic, operational approach adapted to large-scale projects to seeking contractual robustness, technical performance, and anticipation/management of risks.
She was one of the 26 international reviewers of the new FIDIC Emerald Book.
