He holds a Master’s Degree in Civil Engineering from the University of Granada, Spain. Jose has advised on more than 100 PPP projects globally, spanning transportation, water, urban development, tourism, energy, and health sectors. His expertise includes project preparation, CapEx/OpEx analysis, technical due diligence, and advanced risk management for infrastructure assets. With extensive international experience across 20+ countries, he brings strong project management skills, having held roles from Project Engineer to Technical Director. He is proficient in digitalisation and technology applications in civil engineering and a founding member of Icebreakerone (IB1), focusing on data sharing for complex risk analysis. Fluent in English and Spanish, he communicates effectively on the global stage.
