Marcos is the Associate Director leading the PPP Project Preparation Unit at EBRD. With more than 15 years of experience in PPP projects, he focuses on transport, social infrastructure and water sectors in projects that involve private sector investing in the long-term.

He applies a diverse and unique background that couples experience working for both public and private sides at different stages, together with comprehensive project-finance expertise. The team led by Marcos focuses on the bankability of PPP projects in all different geographies where the Bank operates. This team advises governments in the preparation of bankable PPPs backed by predictable and robust regulatory and contractual frameworks and transparent processes that can attract that private capital.

Since joining EBRD, he has participated in different PPP projects at different phases. He is involved in the preparation of projects ahead of procurement as well as the financing stage. Some of the projects include the health programme in Turkey, Belgrade Energy-from-Waste, the M-10 highway in Belarus, ports in Ukraine or dry ports in Egypt to name a few.

His previous experience includes five years with Sacyr and Iridium leading proposals during procurement until financial close across Europe, North and South America. He also worked at Deloitte for five years both in Canada and Spain.

Marcos holds a Master degree in Civil Engineering and Masters in Infrastructure Finance by the Madrid Polytechnic University.
