Liu leads the Infrastructure Investment Department (Region 2). He is responsible for building up the institutional capacity of the investment operations and oversees the progressive construction of a debt and direct equity investment portfolio in the energy, transport, water and urban sectors in Pakistan, Afghanistan, Europe, Africa, Latin America and Central, East and West Asia. He brings 25 years of international infrastructure finance experience from the perspective of financial advisory and arranging services, debt capital markets and credit ratings. Prior to joining AIIB in February 2017, Liu spent 10 years in Singapore with Sumitomo Mitsui Banking Corporation (SMBC) in various capacities, including Head of Export & Agency Finance, Head of Global LNG and Head of North East Asia in its Investment Banking Asia Department. At SMBC, Liu advised a variety of clients from different continents to raise in excess of USD6 billion of debt for a series of award-winning energy or energy infrastructure projects. Before relocating to Asia in 2008, Liu was a Director at Fitch Ratings in London, covering regulated utilities in 2007. From 1997 to 2007, he worked at the Capital Markets of Dresdner Kleinwort in Frankfurt and London. Liu holds a Master of Science in Information Systems from the London School of Economics and Political Science. Liu is from the UK.
